- Temporary, full-time
- Temporary, part-time permanent is defined as working twelve months of the year. Full-time is defined as equal to or greater than 75% FTE.
- Department employees taking an extended leave of greater than 30 days for personal or professional reasons may, at the Chair’s discretion, have their parking permits reassigned temporarily. Permits will be returned after the employee has returned from leave.
- The Department Chair has final approval of the department’s allocation of permits as well as the discretion to make changes as he/she sees fit.

- One department permit will be available to the Director. If the Director already has a permit from another source or if a permit is not requested, it will go into the pool with the remaining permits and be allocated as noted below. The Director will also have a 2-Hour Service Permit for his/her use at all times.
- Parking permits will be allocated to Associate Directors on the basis of tenure at CFE. After all Associate Directors have been assigned parking permits, remaining permits will be allocated to full-time staff on the basis of tenure at CFE.
- The Director reserves the right to reassign any or all permits on an annual basis dependent on special circumstances. Examples of special circumstances include but are not limited to the following: mobility issues, extended family health care issues, pregnancy, and infant care.
- Once the annual parking permits are allocated, they will not be taken from an employee by anyone else in the department during the academic year in which the permit was assigned unless permission by the permit holder is given.

- Consideration is also given to maximizing the safety of faculty and staff working during hours of darkness. This is of particular concern for faculty whose responsibilities require their presence on campus at night, usually when teaching evening classes.

Eligibility
All *full-time permanent faculty and staff are eligible for a parking permit from the department’s allocation. This includes full-time research personnel whose offices are located in Rosenau. Student employees are not eligible to receive parking permits from the department’s allocation.
Allocation Criteria
- Permits are allocated to the SPA/EPA Non-Faculty Staff and EPA Faculty on a percentage basis for each parking zone where permits are available. The percentages are calculated using filled permanent positions for each category.
- EPA Faculty will be assigned a rank score that will be added to the years of service to arrive at a “parking priority score”.
Years of service is determined by the eligible employee’s Date of First EPA appointment or Total State Service Date.Allocation Criteria Academic Rank Score Full Professor 15 Associate Professor 10 Assistant Professor, Instructor, Lecturer 5 - SHRA and EHRA Non-Faculty employees are ranked by their Total State Service Date.
- All Gated permit is reserved for Department Chair.
- Exceptions may be made at the discretion of the Chair. Exceptions would include personnel with a health related illness, accessibility concerns, etc.
- Any remaining permits may be assigned to temporary staff, part-time staff and visiting faculty after permanent full-time employees.

- First, the attending neurosurgeons will be issued parking. It will be distributed by academic rank with the number of years at UNC determining the ranking in the individual academic levels. (Chair > Professor > Associate Prof > Assistant Prof > Instructor)
- Next, parking will go to clinical providers (APPs, RNs, etc) whose primary work location is at the Medical Center.
- Next, parking will go to the office and administrative staff. The senior administrator (ACA or equivalent) will have the highest priority, followed by all other administrative staff according to first to the number of hours worked and next to years of seniority within Neurology and UNC all together (a sum of the two numbers).
- Anyone that does not fit into the three categories above will then be evaluated based on hours worked and then seniority.
- If the demand for permits is greater than our permit allocation then the remaining employees will be placed on the waitlist.
This policy will be reviewed yearly and any necessary changes will be made. The ranking order will be transparent to everyone involved. While this may not provide parking for everyone, it will give a clear picture of how the parking permits are distributed.

- Faculty whose regular work hours go beyond the time when buses are running.
Any remaining permits are allocated to employees based on seniority.

Each spring, the Department of Radiology receives an annual allotment of parking spaces from Transportation and Parking (T&P) to be used during the upcoming parking year starting on or about August 15. This quantity (about 35) is determined using a formula that considers the number of personnel and cumulative state service. In turn, the Department of Radiology assigns these spaces to best support the departmental mission using the following iterative methodology. It is important to remember that only these annual assignments are considered by this procedure; any temporary upgrades by T&P during the year are not a part of this departmental allocation policy.
- Current holders (first priority): each departmental parking space is first reassigned to the individual who held it as a result of the prior annual assignment process; interim upgrades are ignored. If there is a shortage of space in a particular lot, holders having more state and departmental service are given priority for reassignment.
- Evicted holders (second priority): if capacity remains in a particular lot, return any employee who was evicted from that lot in the past, wishes to reclaim it, and who did not forfeit that claim. This category results when an individual was dislocated in the past as a result of our allotment being reduced or oversubscribed. Priority is given first to those most recently evicted and, within that, those having more state and departmental service. Claims are forfeited if once offered and not claimed.
- Moves: process move requests by current holders (step 1), but only when capacity exists in a requested lot…bumping is not a feature of this policy except in step 5. Requests for moves by current holders having more state and departmental service are given priority. After each move, reevaluate if an evicted claimant (step 2) might now be accommodated and if so, make that assignment.
- Evicted (third priority): after completing steps 1 through 3, there may remain a current holder without an assignment…defined as newly evicted. Assign them to an available space in another lot giving preference to those having more state and departmental service. Newly evicted have priority to reclaim their former space if it becomes available in the future. Next, assign evicted holders from past years not yet assigned a space. Priority is given to those most recently evicted and, within that, to those having more state and departmental service.
- Remaining space (fourth priority): Several spaces (4 during the 98-99 parking year) are set aside for use by SPA administrators: business manager and three supervisors; these may not to be preempted. Any remaining spaces are allocated to full-time employees based on state and departmental service considering their mission. To ensure the department is able to fulfill its mission of excellent clinical care, full-time clinical faculty (including clinical instructors) must be assured of campus parking. This may require that we preempt some staff or research faculty assigned spaces in steps 1 through 4. If this becomes necessary, the holder would be evicted and, according to this policy, would retain priority to reclaim that lot in future years should it become available.
In this methodology, the current assignment and the 1st choice are emphasized. The current assignment, if any, is where we start. Anyone wishing to be considered for a “better assignment” should list that as their 1st preference; only these are considered in step 3. If the request cannot be awarded during that step, it will be placed on the respective campus-wide waiting list. Make your requests realistic to be effective; i.e., if one has just a few years of service and does not otherwise have assigned parking, do not preference Bell Tower parking…it likely won’t happen! If a departmental parking space becomes available during the year, it will be first offered to an evicted holder who holds first claim to the lot, to an individual requesting a move to that lot and, lastly, to an unassigned employee holding more state and departmental service.

A limited number of permits are allocated to the School of Education each year by UNC Transportation and Parking for various parking lots. There is a permit fee, which varies depending upon the lot assigned. Each year faculty and staff request their preference for parking lot assignments. To the extent possible, requests are matched to the spaces allocated to the School. If there are more requests than spaces available, seniority in University service is used to determine assignments (no distinctions are made for faculty rank or staff positions). The Dean may recommend exceptions to this priority system.

- The School of Government’s policy is to offer parking, for purchase by the individual employee, within its university allotment and allotment of available private parking in the following priority order:
- To faculty, senior administrators, and division managers. If necessary, eligibility for parking passes within this category will be in order of earliest Unit Service Date.
- To employees in all remaining categories (EPA Nonfaculty, SPA, etc.), in order of earliest Unit Service Date.
- Parking will be offered in descending order through the categories of eligibility, as long as spaces are available in the School’s allotment. Assignments will be made first to the School’s university allotment, and then to any private parking the School is able to arrange.If the number of employees requesting parking exceeds the School’s allotment of parking, individuals in lower categories of eligibility will be required to give up their parking permits in order to accommodate people in higher priority categories who qualify for parking. University permit holders will give up permits based on lowest ranking in the categories above. University permit holders may be called upon to give up permits during the permit year; generally, the School will provide two months notice if a permit must be surrendered during the permit year.
- The Dean or the Dean’s designee may make exceptions to this policy.
- The Dean may reserve up to four spaces to assign in the Dean’s discretion, outside the normal annual procedure.

- Permits are allocated to the SHRA/EHRA Non-Faculty and EHRA Faculty on a percentage basis for each parking zone where permits are available. The percentages are calculated using filled permanent positions plus vacant permanent positions for each category.
- SHRA and EHRA Non-Faculty employees are ranked by their Total State Service Date. EHRA Faculty employees are ranked by the total of their UNC School of Nursing service plus their equivalent appointments at the rank of Instructor or higher at other institutions of higher education. Part-time faculty appointments are calculated at 50% per year for each year of part-time employment.
- An equitable distribution of permits is maintained when allocating permits by the established criteria. If the percentage basis of distribution creates an inequitable allocation between groups, then the service criteria for allocation will override the percentage breakdown.

The explanation of the allocation system will be easier if we assume, for simplicity’s sake, that the University consists of only three departments. We’ll call these English, Science, and Medicine. The allocation system works the same whether there are 3 departments or 300 departments to be allocated permits.

Let’s further simplify things by assuming that we have only 100 permits to allocate.
We have decided that the best way to proceed is to allocate 80 percent of the permits according to each department;s percentage of the total employees (Step 1). The remaining 20 percent will be allocated according to each department;s percentage of the total state service (Step 2). The results of these two steps will then be added to find the total number of permits that should be allocated to each department.
STEP 1: We will allocate 80 percent of the total supply, or 80 permits, in this step. The English Department has 7.41 percent of the permits to be allocated in this step, or (.0741 X 80) = 5.928 permits. The Science Department will get (.2963 X 80) = 23.704 permits, and the Department of Medicine will get (.6296 X 80) = 50.368 permits in this step.
STEP 2: We will allocate the remaining 20 percent of the total supply, or 20 permits, in this step. The English Department has 14.29%% of the total years of service, so it will get (.1429 X 20) = 2.858 permit in this step. The Science Department will get (.3571 X 20) = 7.142 permits, and the Department of Medicine will get (.5000 X 20) = 10 permits in this step.
STEP 3: We will add the results of Step 1 and Step 2 to get a total number of permits to assign to each department.

The variation in the ratios of permits per employee occurs entirely as a result of the “seniority factor” in the allocation process. In the initial step, each department is given .563 permits per employee: the second step of the allocation process increases the ratio of permits per employee by a greater or lesser amount, depending on the years of seniority within the department.
